On the 17th floor of the graceful Surrey Hotel, this secret English garden with views over Central Park is one of the Upper East Side’s treasures. Designer Lauren Rottet gave the guests-only bar a manicured but slightly wild and overgrown feel, with boxed trees, Ipe Brazilian ipe decking, dwarf lavender and ivy-covered trellises. The cocktails, though, are anything but garden-variety: Try a blood-orange old-fashioned, a Blackberry Bramble or a muddled lemonade made with fresh lemons and vodka.
